Athens: the formation of a polis system

• 621 BC – Archon Drakont introduces the first set of laws and a public court, which weakened the power of the tribal aristocracy
• 594 BC – the reforms of Archon Solon abolished debt bondage, introduced political equality, but subject to the principle of property qualification. Council 400 (bule), the people’s court of Geliei, was created, the functions of the people’s assembly were expanded
• 508 BC – the reforms of Archon Cleisthenes: the introduction of the administrative-territorial principle instead of the tribal one; transformation of the Council (bule) into a permanent commission of the people’s assembly; consolidation of the principle of local self-government in demes (lower administrative units – rural communities and urban districts); ostracism
