Does law restrict human freedom?

I think that legal norms, the constitutional consolidation of human rights and freedoms restricts human rights and freedoms.
Why? Because the Constitution has a clear list of rights and freedoms, no more, no less. The number of rights and freedoms is limited, all classical rights are found in the Constitutions and fundamental laws of different countries. And such a consolidation is necessary, because, first of all, it is a guarantee that the rights really exist, and in addition, it guarantees rights to everyone.
