The emperor owed his election to the largest German princes and bishops, which is why he tried to appease them and not displease the pope, otherwise he himself could be deposed. The king of France was a hereditary ruler – he just had to get along with his people, that is, with the richest and most organized part of it (in the 13th century these were the townspeople). Having agreed with the townspeople, the king of France became the leader of the entire nation and therefore managed to defeat the pope. The German emperor failed to become a national leader and lost the argument with the pope.
