How is the ability of metals to conduct electric current explained?

In solid and liquid metals, the outer electron shells of atoms are combined, and the electrons of these shells are able to freely pass from one atom to another. Such electrons are called free. Under the action of an external electric current, all free electrons are set in motion and create an electric current.
