How the speed of light was measured by Fizeau; Foucault?

| Fizeau and Foucault interrupted the beam of light. Fizeau interrupted with a cogwheel. Light reflected from one mirror passed between the teeth of the wheel and was reflected from the other mirror at a distance of 8.6 km and returned through the teeth of the wheel to the observer. The observer recorded the light only at certain speeds of rotation of the cogwheel. Foucault achieved interruption of light by rotating the mirror.
