Conditional inhibition is developed in cases when the conditioned reflex is not supported by the vital event that the conditioned signal warned about. Thanks to conditional inhibition, it is possible to distinguish important signals from stimuli similar to them. IP Pavlov discovered the law of mutual induction: excitation in one center induces inhibition in a competing center, and vice versa. There is consistent induction: excitation in one center after some time is replaced by inhibition, and vice versa.
