Is it true that the state itself establishes the norms of legal relations?

| As long as social relations comply with the legally enshrined norms adopted in society, the state avoids actively interfering in them. Only for the most important areas, it establishes the forms of documenting public relations. So, at the birth of a child, you must obtain a birth certificate; upon reaching the age of fourteen – a passport; at the end of school – a certificate; when applying for a job, issue a work book. Registration of these and similar documents does not change public relations in any way, since the purpose of this is only to ensure and protect the rights of their participants.
