An important stage in the development of international law is associated with the Great French Revolution. In the course of it, a number of principles were formulated that had a serious impact on the development of international law. It was in revolutionary France at the state level that inalienable human rights and freedoms were first proclaimed, the provision of which is still one of the priorities of international politics. An important step in the regulation of the rules of conducting military operations was the adoption of the Geneva Convention (1864), the Petersburg Declaration (1868), and the Hague Conventions (1899 and 1907). According to the agreements reached in these documents, military actions could only be directed against the fighting armies, the belligerents had to take care of the prisoners of war, the use of poisonous weapons and means causing unnecessary suffering was prohibited, the occupation of the enemy’s territory was not supposed to change local orders and customs.
