Social organization of the Sumerians and government

Citizens of cities lived in a developing society with a clear division into classes, ruled by a religious and political elite.
The foundation of states was the bureaucracy, which performed the following functions:
• administrative work;
• collection of taxes;
• making court decisions.
The most ancient law in the world is Sumerian law, built on the principle of compensation (payment in silver was used as a substitute for physical punishment).
The Sumerians created the world’s first regular army in the form of light infantry with bows and brilliantly maneuverable chariots.
