The Earth, by its tidal effect, has already slowed down the rotation of the Moon to such an extent that its period of rotation has become equal to the period of revolution around the Earth. During the sidereal month, only very small accelerating and decelerating moments occur, caused by the ellipticity of the Moon’s orbit.
