You can’t talk about the Spanish Cortes until the end of the 15th century, when Fernando of Aragon and Isabella of Castile united their possessions into a single Spanish kingdom. But in each of the northern “military-democratic” principalities (Leone, Castile and Aragon), the Cortes of elected deputies were formed early, for example, in León this happened in 1188.
