What are the disadvantages of the political system in Germany?

In general, the political system of Germany was more conservative than in France. Parliament had less rights and more depended on the executive branch. At the elections to the Reichstag universal suffrage for men was introduced, but property qualifications, especially high in Prussia, were maintained in many local legislative bodies.
