What are the inner and outer limits of human development?

To resolve global problems, it is necessary to conduct a coordinated policy by the world community, in which two main directions are distinguished:
1) scientific and technical policy, which includes the modernization of traditional technologies, the creation of new technologies, information and computer technologies, a revolution in the field of structural materials;
2) world and national policy, providing for the demilitarization and democratization of the modern world, the achievement of social justice and international security.
Within the framework of political globalism, a number of projects of concepts and reforms have been developed in order to resolve global problems. For example, the concept of mondialism asserts that in order to solve global problems, it is necessary to transfer power from sovereign states to global governance structures of the world community. The search for solutions to global problems was associated with the election of a world parliament, which could create a world government. In the 1990s. this idea lost its popularity and gave way to projects of global cooperation while preserving national states. Such cooperation involves not only governments and intergovernmental institutions, but also non-governmental organizations and citizen movements, transnational corporations, academia and the media.
The concept of “global civil society” is gaining more and more importance, which means a globally organized association of people who share common human values. These people are active in solving problems of world development through their participation in various non-governmental organizations.
