What explains the fact that the public looks at a number of offenses more leniently than the law?

The circle of socially dangerous acts recognized as crimes is not absolutely constant, it changes in the direction of narrowing or expanding with the development of society, with a change in the historical conditions of its existence. In the previous codes one can find acts that are now not recognized as criminal, and, on the contrary, in the new Criminal Code there are many such acts that were not previously recognized as criminal. A number of crimes can be traced to the history of the development of the Belarusian society. Namely, first of all, socio – political and economic conditions created the preconditions for the recognition of certain acts as criminal or inaccessible.
