The effective value of the strength of an alternating current is called the strength of such a direct current, at which the power released in the resistor in the DC circuit is equal to the average power released in the same resistor in the AC circuit during the period.
The effective value of an alternating voltage is called such a constant voltage at which the power released in the resistor in the constant current circuit is equal to the average power over the period released in the same resistor in the alternating current circuit.
