Mitochondrial DNA (mtDNA) is located in the mitochondria. Mutation of the nuclear DNA code occurs mainly during cell division, but mitochondria divide independently of the cell, and can receive the code mutation separately from nuclear DNA, therefore it belongs to the cytoplasmic.
