What was the “zero option” and why did Brezhnev and Andropov not agree to it?

The “zero option” was that both the US and the USSR were to withdraw all medium-range nuclear missiles from Europe.
But British and French missiles aimed at the USSR would remain, and this was not profitable. Therefore, Brezhnev abandoned the “zero option”.
