The main reasons for the restructuring in the system of protecting the population from emergency situations:
• the maintenance of most civilian military defense units in an abbreviated composition and the need for a certain time for their deployment, and the fate of victims in emergency situations was sometimes decided by minutes and hours;
• poor rescue training of military personnel;
• insufficient staffing of units and divisions with rescue equipment;
• insufficient preparation of civil defense for action in peacetime.
