Where the outer electrons are more strongly connected to the atomic nucleus – in conductors or in dielectrics?

In dielectrics there are no free charged particles capable of moving the field by the action of an electric field. Conductors of electricity are substances in which charged particles are able to move freely inside the substance. In metals, the electrons farthest from the nucleus are weakly bound to it. When metal atoms are combined into a solid, external electrons can freely pass from one atom to another, their movement is disordered.
