Which modern countries can be called Outer Spain, and which are Outer Portugal?

Outer Spain is almost all of South: America (except Brazil and Guiana), as well as Central America with most of the islands (up to the US border and a little further north — California, Florida, Texas), part of North-West Africa and a number of islands in the Indian and Pacific oceans (Philippines, etc.). Outer Portugal is Brazil, small parts of India, Africa and Macau in China.
Remember: The process of learning a person lasts a lifetime. The value of the same knowledge for different people may be different, it is determined by their individual characteristics and needs. Therefore, knowledge is always needed at any age and position.
