Why can’t there be 8 eclipses during a calendar year?

| Because if the first eclipse of a certain cycle occurred on January 1, then, although this year in December there will be 20 days of the third cycle of possible eclipses, during them there can be only one new moon (or one full moon), also necessary for an eclipse, and the next new moon (or full moon) will fall on January 1st or 2nd.
