Why did both liberals and conservatives move to reform policies?

The liberals who replaced the Conservatives in power continued the policy of reforms. In the 70s. liberals and conservatives passed reforms through parliament that legalized trade unions and gave them the right to judicial protection and strikes: the law on secret ballot in parliamentary elections, which excluded the opportunity for wealthy MPs to influence voters; school reform – schools were created throughout the country, many of them were free; the law on the 54-hour work week and the prohibition of hiring children under 10 years of age and the reform of self-government – each of the 122 districts was headed by a council with local government rights.
