Why did England, before and after the War of the Scarlet and White Rose, lead an active foreign policy, and the Tokugawa rulers “locked” their country from foreigners – and nothing bad happened for Japan?

The Japanese “locked up” the country with a failure only from Europeans – carriers of a different civilization (just like Europeans-Catholics, they did not allow Muslims to visit them). Moreover, the “constipation” was only ideological – European technology was imported into Japan and successfully mastered there.
