Because the military had a great influence on Japan’s foreign policy. Japanese generals openly called for the capture of China and the countries of Southeast Asia.
In 1931, Japan committed an act of military aggression against China: in 1932, on the territory of Manchuria, it created the puppet state of Manchukuo.
In 1937, Japan launched a war against China.
