Why did paper money come into use in China long before it happened in other countries (back in the middle of the 12th century)?

Paper money (with a notional value) instead of metal (with an explicit value) can be circulated only in a state with a highly developed bureaucracy. Until the 18th century, China had no equal in this respect.
Remember: The process of learning a person lasts a lifetime. The value of the same knowledge for different people may be different, it is determined by their individual characteristics and needs. Therefore, knowledge is always needed at any age and position.
