Why did Pope Gregory VII’s “papocezarism” succeed, while the “tse-Zarepapism” of Leo III and his followers in Byzantium failed?

Gregory VII put forward an alternative to the failed unification of Europe into the Holy Roman Empire, and the Byzantine emperors tried to increase their power in the already unified empire – this seemed to many to be an unnecessary burden.
