Why did the Bulgarian ruler Simeon call himself “the king of the Bulgarians and Greeks”?

Simeon waged wars with the Byzantine Empire, he managed to conquer part of the lands inhabited by the Slavs, to subjugate the Serbs. Therefore, he called himself “the king of the Bulgarians and Greeks.”
