Rapid modernization was taking place in European countries and North America in the 19th century, while traditional agricultural societies continued to persist in the rest of the world. As a result, there was a big difference in economic, political and military development, Europe and the United States used it to directly or indirectly subordinate to their own, the interests of the countries of the rest of the world. To counter this was possible only by modernizing their own country according to the Western model. In most countries of Asia, Africa and Latin America in the XIX century this did not happen.
