Why did the preservation of class relations hinder the development of France? Why did the third estate include many categories of the population

The two privileged estates made up only 4% of the country’s population. They actually ruled the state together with the king. Even the richest representatives of the third estate (entrepreneurs, bankers) were limited in political rights and practically did not participate in public affairs. The position of the peasantry in France was very difficult. Feudal privileges, duties in favor of feudal lords, state taxes, church tithes ruined peasant farms. This caused food shortages throughout the country.
