Why do legal norms become generally binding?

The law fixes the boundaries within which a person can satisfy his needs without violating the boundaries of another. If a person does not comply with the norms of law, then the destabilization of society will occur, therefore the norms of law are generally binding.

Remember: The process of learning a person lasts a lifetime. The value of the same knowledge for different people may be different, it is determined by their individual characteristics and needs. Therefore, knowledge is always needed at any age and position.
