Why do most polar substances dissolve well in water, and non-polar, as a rule, are insoluble in it?

The water molecule is polar, which allows it to interact with other polar substances. Water promotes the isolation of particles of polar compounds and their transition into solution, forms hydration shells around ions and polar molecules. And water molecules, on the contrary, interact very weakly with nonpolar compounds, so such substances are practically insoluble in water.
