Why do the Nenets (inhabitants of the tundra) and Kalmyks (inhabitants of semi-deserts and dry steppes) wander?

In the tundra, the vegetation cover is restored very slowly – lichens are the forage of reindeer, it takes 12-15 years to restore it, and in semi-deserts the flora is scarce due to lack of moisture, therefore it is impossible to feed animals on one pasture. There are no conditions for farming (farmers do not roam) in the tundra fields (there is not enough heat), nor in the semi-desert (there is not enough moisture).
