Why does a closed oscillatory circuit not emit electromagnetic waves?

With any changes in the strength of the electric field in the capacitor, the magnetic field is “tied” to it and cannot escape into the surrounding space. The magnetic field of the coil and the vortex electric field generated by it are similarly “tied” to the coil.
