Why does the world community turn to the solution of the same problems several times?

Modern norms of international law are called upon to ensure the maintenance of universal peace and the protection of human rights. They orient states towards partnership and good-neighborly relations. However, this does not always succeed, but even in this case the world community does not remain an indifferent spectator. Through the UN and other international organizations, it seeks to neutralize conflicts.
Remember: The process of learning a person lasts a lifetime. The value of the same knowledge for different people may be different, it is determined by their individual characteristics and needs. Therefore, knowledge is always needed at any age and position.
