Why, in 1641, did Strafford advise the king to convene parliament and not impose taxes of his own accord?

| Strafford, while in Ireland, lost his former knowledge of the real mood in England. He was convinced that the majority of the British were still in favor of the king, so that parliament would approve new taxes. Their introduction bypassing parliament meant an immediate civil war with an unclear outcome.
