Why is the accuracy of measuring the distance to an object on the Moon using the laser ranging method much higher than the accuracy of radar?

Laser location of the Moon is based on the fact that special devices were previously delivered to its surface – corner reflectors, which help to maintain a low divergence of the laser beam when reflected from the surface of the Moon.Therefore, we measure the distance from the laser to the corner reflector (i.e., an object that has small sizes) with an accuracy of several centimeters. Radar is produced by a beam of much larger diameter, which is reflected from different parts of the lunar surface, which have different heights; this limits location accuracy.
