Why is the law of electromagnetic induction formed for EMF, and not for current?

| If the conductor is open, then between its ends in an alternating magnetic field or when the conductor moves in a constant magnetic field, a potential difference arises due to the phenomenon of electromagnetic induction, while the current is zero. Therefore, it makes no sense to formulate the law of electromagnetic induction for the current strength.
