Why is the “old” moon (near the last quarter) seen best in the fall before dawn?

In September, the Sun is near the autumnal equinox, and the “old” Moon will be near the place of the ecliptic where the Sun is in summer. During the rising of the Sun, the Moon in the last quarter will be near the meridian.
