Why is the “young” moon (around the first quarter) visible best on spring evenings?

At the beginning of spring, the Sun is near the vernal equinox, and the “young” Moon is near the place of the ecliptic where the Sun is in summer. In the evening, the Moon will be near the meridian at a high angular height.
