Why, other things being equal, do cosmic metal dust particles weaken the incident light more than dielectric particles?

An electromagnetic wave induces an electric current in a metal particle, which heats up the particle. Additional light absorption occurs due to Joule heat. In dielectric particles, electric current cannot arise, and therefore such particles only scatter light.
