Why was there no money in the state of the Incas, but in the state of the Aztecs they were?

The Aztecs had a class of merchants – a post; tsarist officials collected tribute only for government spending. The Incas did not have merchants – all products in excess of the living wage were taken to the treasury and redistributed by the government.
