Why were both Catholics and Reformers executed in England in the 1540s?

Henry VIII feared that the “royal” reform he had begun would develop into a “popular” Reformation – and then his power would be shaken, like the power of the emperor in Germany. At the same time, he was afraid that Catholics would lead the spontaneous popular discontent with his policies.
