How are society and the state interconnected?

Society needs a tool that:
– allows you to solve problems that arise in the collision of interests of people;
– protects the interests of this society in a collision with other similar societies;
– somehow supports individual members of this society when they are no longer able to support themselves.
This instrument is the state. The state decides who is right and who is to blame when members of society conflict with each other. The state protects society from external threats. The state protects the weak and the weak if there is no one else to help them.
